    A little rusty isn't a big deal. If you're  worried about, go ahead and 
douse them with cold galvanizing spray paint to  retard additional oxidation. 
 
    I wouldn't worry about replacing them. The rust  just makes them more 
difficult to get off. If you take one off, chances are  pretty good that the 
load 
bearing part of the bolt is not rusty.
