Is this like the RCS-8V? separate wire for each relay plus a common 
return?  Check to see if the common wire has broken or come 
disconnected.  The LEDs are not truly feedback showing that there's 
current in the relay coil, they're in parallel, so the LED can light up, 
even if no power in the coil.
