Guy anchors can be much closer to the tower than 80% of height, however the 
system needs to be engineered for the additional stresses.  You may need 
larger guy wires and a stronger tower.

    I am installing a Rohm 25G tower and would like to go 60ft but my yard
limits my guy lengths to 29 ft to the anchor rod footing. I am building the
base according to the Rohm plan for self supporting tower (plan B870725), 
the
guy footing per C620643. My antenna is a KLM KT34A. All of the information I
have read from Rohn in essence say that my guys should be 80% of the height
from the tower at ground level. Are there alternative configurations for 
guying
such as using posts? Are there any available plans or information? Thank you
