While it takes some work, this is statistically a no-brainer.  What 
you need are sales records for pairs of houses in the same 
neighborhood around the same time. One house is near an Abominable 
Tower while another is far away from such a thing, in the pristine 
wilderness of Suburbia. these are "matched pairs."

You'll need 8 to 10 matched pairs and more is always better. Compute 
the price of each house on a per sq ft basis. (this is why they need 
to be similar homes in similar neighborhoods).

Then, perform a matched-pairs t-test for a difference in the mean 
prices of each type of home. Many many years ago, a good friend faced 
a similar problem in the People's Republic of Boulder (motto: 
"There's no problem we can't legislate away.") and did just this. He 
found that there was no significant difference between the selling 
prices on a price per sq ft basis. He still lost, though, because 
Boulder is, well... Boulder.
