Bob...

I have several old front wheel assemblies from various lawn mowers/bush
hogs that had inflatable tires. In some cases, when they went flat/wore
out, it was more economical to buy a complete new wheel/tire assembly than to
pay to fix the old tire.

Most even have a grease fitting ( zerk ) to keep them
lubricated.....they make excellent pulleys/sheaves for ropes etc.....limited in
 strength to
whatever bracketry you design.

Maybe check around some of your local places that service commercial
lawnmowers/tractors/bush hogs etc. for their discards. ( You can usually
straighten most wheels if bent to be serviceable in this application. )

Or places like Tractor Supply, Northern Tool, etc for new wheels aren't
that expensive. ( But free is always best :) )

  Hope this helps.
