And that Teflon will still "cold flow" leading to a slow change in 
capacitance.

But didn't he say it was a "cutting board" 1" thick. I seriously doubt 
it is Teflon, but rather like all cutting boards I've seen that weren't 
wood , made of PVC
A standard size cutting board made of 1" Teflon would be *very* expensive.
