Unless US Tower changed their specs that 18 sq feet is with a beam mounted 
just above the tower top by no more than 2 feet.  You are taking a gamble on 
moving the beam up to 7 or 8 feet above the top.  Plus you don't say what 
the mast material is.  If the Heavy duty US Tower steel mast
then it is probably OK.

Gene AD3F is also correct that the 18 sq feet is probably at 50 MPH not 70 
MPH.  Previous versions of the TX Series were rated even less than 18 sq ft. 
I would check with those who have installed TX towers recently to see what 
they advise.
