I achieved success thanks to several helpful emails - I had the races ass 
backwards (i.e., races aren't necessarily those smooth polished surfaces).

I disassembled and checked - bearing retainers were correct.  I posted photo 
series showing the reassembly:

If there are any experts out there, perhaps you could comment on the first 
photo 
and whether the vertical level of the lower bearing race looks correct.  The 
last photo in the series shows the slightly too large gap to bridge - it's very 
close but just can't get all screws threaded.

Unless a light bulb goes off somewhere, I'll send it on to one of the rotor 
experts to sort out.
