A DC short (with an ohm meter) may not be an RF short (at 220 Mhz or 
wheverever you're operating).

Try the antenna with proper coax & connectors, at low power (a few watts). 
If you have an SWR or wattmeter put it inline; if you have low SWR and 
proper watts measured, chances are the antenna is working as it was 
designed.
