If you could be certain that no one could possibly get hurt when the cable 
fails you can 'do nothing'. 
Of course you must also be able to absorb the cost of replacing the tower and 
all the mounted parts (antenna, rotator, etc) when it fails. 

Otherwise you can replace the cable yourself for $200, which is really cheap by 
the way. Or you can leave the tower down.
