Mechanical protection is what's good about underground.
There's not a lot of practical difference from an RFI standpoint (either
can be good or bad..)

attenuated by the surrounding earth, but maybe not...


Probably, but also probably not as well as a single 2.4" 31 mix toroid would do..

Depending on dirt to do your RF choking is a pretty sketchy maneuver.

I suppose buried wires are less likely to be hit by lightning, but I kind of consider that a "mechanical" factor, more than an EMI/EMC factor.
