This recommendation fits with what I've read about epoxy anchoring, holes should be close to the bolt size plus 1/16 - 1/8" clearance.

I suggest you investigate the grouting materials in more depth or drill new holes, offset from the existing ones as suggested and fill the old holes.

Some quick grout finds via google:

So now I am looking at anchoring cement and trying to talk to industrial 
contractors to see if there is another alternative.
So how did you determine that your new holes won't work for putting in your anchor bolts? The epoxy is stronger than the concrete so it seems to me that's it's a non-issue. Are you over-thinking this? Cheers,
