Thanks for the replies guys... so this is indeed somewhat new. My last tower, 
bought new in 2005, did not have these nuts. So its been since then. And I’m 
sure others would have chimed in if it were anything older than say the last 
few years so it must be quite a bit new. 

As for buying other  things – like replacement nuts or spray galvanizing – I 
paid for proper bolt kits and that is what I expect to have. These as far as I 
can tell with only the one ‘set’ opened are not useable. 

I’ll see if Rohn can replace the nuts with their standard nuts from the past. I 
never had a problem with them nor have I ever heard of them loosening. The 
“over-dipped” galvanizing on the old ones, bolts and nuts, already made them 
stay put when tightened. This is far too much of an overkill.

Gary,If I were you, instead of fighting it, I would buy galvanized (tapped 
oversize) hex nuts and use them instead of the locknuts. I don't know when they 
started using locknuts, but for decades they did not use them. There are 
thousands of towers installed without locknuts and without problems as a
