A big step up from WD40 for rust prevention is LPS 3, available spray or liquid. Works well and easy to remove later.

Another fix I use is spray zinc "cold" galvanizing as I had to machine some custom steel spacers under the base plate for leveling.

Hi Jeff,

If they stay uncovered I would say some rust is normal, yes. BUT! Do this:
Spray each bolt and nut with a liberal coating of WD40. Then make some caps to
cover them out of short lengths of PVC and PVC caps of the appropriate size
that will fit over the bolt/nut. Respray twice a year; at least it won't get
any worse. I did this from the get -go and no rust on mine so far.

When I installed my used HDX-555 I purchased new base anchor bolts from US
Towers. After about 3 years the bolts have a coat of rust on them. Is this
normal?
Nothing else is rusting at all including the nuts for the bolts which were
ordered at the same time.
Thanks,
Jeff
