Some grout is expansion neutral, some shrinks. Might be some that expands for all I know.

  Home Depot has "construction grout."  Sakrete or  Quikrete brand are
fine, both are rated at 8000
psi or better, depending on  how thick you mix it.

     Tower specs call for non-shrink grout. Generic  construction grout
ain't it.
