Sometimes it is more about longevity than it is strength. It also depends
upon the areas they serve. Coastal areas have more salt and industrial areas
have corrosive atmospheres that could favor the use of solid rod towers.  I
have seen tubular towers that rust from the inside such that you can take a
medium size slotted screwdriver and poke a hole in the tower.  That is a
little scary.  I serve the broadcast industry and the those towers are
expected to be there for 50+  years.  To prevent rust from the inside, paint
has been poured down the inside of tower legs to coat them.
