Just thinking out loud.

Is it necessary to remove the template? Here's my thought. Assuming it will work, try pushing the template up the bolts with the lower nuts, assuming there are nuts below the template, use plenty of lubricant. If it is possible to raise the template up to within 3 or 4 inches of the top of the bolts, this should align the bolts for the tower. Lower the tower down on to the bolts, lower the template by backing off the lower nuts. This will result in leaving the template sandwiched between the lower nuts and the bottom of the tower. Don't forget to take off the top nuts before lowering the tower or you will need to lift it or buy three more nuts.

The issue is not just removing the template.  I could just cut it off.  I
need to KNOW that the template can be removed without to ensure that the
tower base will go on without difficulty.  We can't be playing around with
this on the day the 200 ft. crane arrives for the installation.
