A local ham friend had the same thing happen. He found that one of the
screws at his lighting rotator arrestor box had come loose. He tightened
all screws and it now works.

I'd suggest you check all possible connections, both screws and plugs.

If you cannot hear the brake wedge release, then as advised, try to rock
the mast or antenna to see if it will rotate. If not, you may want to put a
new starting capacitor across the proper rear terminals and see what
happens. You may have to remove one of end of the existing internal cap
first.
