The od spec for bar is usually not slip fit accurate or is extruded bar that round, so it will likely need turned to fit. The standard mill spec for that size is +/- 0.024". Might be lucky tho with the combined tube and bar mill tolerances.

All of the 3" od x .125" wall tube couplers I have have turned od.

It's easy to drill a ??1 1/4 hole through it if you have the right equipment.
