Are you an ARRL member?

Yes, then contact them for advice.

I will tell you this I got a notice, once from the Parish (Louisiana),
it had zero references to antennas.

I had an old junker Truck that was used as a photography prop
Wife had been in the hospital for an extended time and I let the yard get a
bit unruly.

A neighbor had reported it to the Parish Police Jury (equal to the city
council in most communities)
Law Enforcement Was Never involved.
At that time I had six antenna towers.

I hired a lawn care service and that was the end of that problem, again the
antennas were never an issue.

If you are absolutely sure it is just an antenna issue
seek professional advice
go to court and make them eat crow.

They have zero jurisdiction on antennas,
they have lots of power on lawn care and aesthetics.
