Does anyone have any recommendations from whom I should buy these materials?

I see the 31 material toroids for ~ $9 - 10 if I buy 25 or so

I always buy from industrial electronics vendors like Allied, Newark, Arrow. For small purchases, I routinely buy from Arrow, which offers free shipping on an order $50 or more of in-stock items.

RG142, RG179, RG400 vary enormously in price - and possibly also in quality.  I don't know one manufacturer from another.

Harbour Industries is the good domestic mfr, based in VT/QC.

I would appreciate any recommendations/details as to whom you would buy from (or have bought from) and who you would avoid.

I've always bought on ebay, carefully applying the BS filter between my ears.

Also, what/who would you recommend for small boxes in which to house the toroid?

If you study the Cookbook, you will see that these chokes need to be able to dissipate heat, so, if possible, should NOT be placed in an enclosure. If they are enclosed, NA6O's excellent lab work has shown that they MUST be ventilated, and there is a photo of what he did on verticals at N6RO.
