I get that impression Bill since the contest reflector will undoubtedly
elicit a large response that is not in keeping with actual band usage on
a day to day basis. Do all  20 ops at a big multi-multi get individual
votes even though many never operate 160 from home? 

Have you approached various Packet Cluster groups yet?  Getting your
request out to the DX Cluster, coast to coast,  would be the proper way
to reach the DXers that do not have Internet. From your list of 80, there
are an awful lot of very active calls missing.
