Check the electrolytic filter capacitors.  They need to be charged
regularly to maintain their dielectic.  If hit with full voltage after
too long,
they will break down.  Older amps with CW/SSB switching can be
brought up by using the low voltage CW position before switching to
full voltage.  If no such switch exists, other current limiting means 
need to be employed, such as putting a resistor in series with the
capacitors or a light bulb in series with the primary.  If you have 
already blown fuses/breakers, you may need to replace some or
all of the filter capacitors.
