This was thrashed through in r.r.a.antannas/homebrew (I forget which)
several months ago. There was a lot of discussion about the chemical
form of the oxidized surface layer on silver and on copper, its RF
conductivity, whether it really is oxide anyway, and so on and on...

Cutting to the chase, it might be more correct to say "Tarnished silver
plating is still a quite good RF conductor, but tarnished copper is
not."
