I would get a HV probe, and look at the "DC/ripple" output with a
scope.  Likely a combination of all three factors contribute (Secondary
resistance, line voltage drop, voltage doubler droop/capacitance etc).
The scope would identify which factor contributes the most, and indicate
the solution.  Your last suggestion (remove the Volt Meter) might be the
best idea.
