Another point to note is that HV capacitors should be stored with a short
across the terminals. Not only do you get 'recharging' as the dielectric
relaxes (basically a piezo electric type effect, in that you strain the
dielectris with the electric field, and then it de-stresses) but a good
paper or oil cap can get charged by static. I saw this demonstrated on a 24
mFD 25kV paper cap about 30 years ago - left with an electrostatic voltmeter
across it, it gradually increased over about 3 weeks to around 8kV. That was
a nice static-y summer.
