[AMPS] Homebrew resistors

I am having problems with a string of 200 watt resistors in a 9000
volt 3amp pwr supply, they seem to be breaking down. These are 1000
volt ac rated, in a string forming a 25 ohm resistor.

Has anybody had experience homebrewing high voltage resistors on
ceramic forms using Nichrome wire or tape?

I would like to try making  a few myself.
