[AMPS] How to slow down blower ?

I've used a 2mFd paper capacitor in series with a capacitor start blower for
years. I've also tapped down on transformer primaries, and successfully used
series resistors. However, 115 volt lamps in series don't perform - there
isn't enough kick to start the motor before the lamps heat up and all the
volts are across them - at least with the biggish fan I've just changed
bearings on.
