Not really,
There are many PTT operators who speak well and know to release the ptt 
button well under the 1 minute mark. Plenty of lids also use vox. But if
the 
shoe fits...   I also find a lot of "ahs and ums" indicate poor speech
habits. On the West Coast HF Bands, it seems to be a prerequisite for a
"Net Control".
