[AMPS] hipot testing

Having got a hipot tester working, I'm looking for
suggestion about leakage levels for testing transformer
insulation. I have a really nice low resistance transformer,
920-0-920 1A secondary with leakage from secondary to the
core. The primary insulation gives 5uA at 4kV to the frame -
is this low enough to warrant using the transformer on an
insulated mount?
