Yep,

plenty used at Marconi Communications in Chelmsford where they made the high power AM
broadcast transmitters.  Ask Peter G3RZP.  I visited there once whilst they were testing
a 1,5MW AM transmitter.  They use water cooled loads fed from the canal which runs
alongside the factory.  Power is measured by adjusting the flow through the dummy load
and measuring the temperature rise of the cooling water.  Accuracy about 10% which is
good enough.
