[AMPS] CBers on Ham Bands

For anyone who doesn't think that CBers operating
illegally (whether with high power or on un-authorized
frequencies) pose a threat to ham radio:

Consider SB-2099.  This bill proposes to modify the
IRS code to REQUIRE that each gun owned be listed on
form 1040.  It also proposes a tax on each gun that
may run as high as $50 per year per gun.  This is a
reaction to the illegal use of guns but penalizes
innocent users.

It's not hard to see that the same or a similar
approach could be used to try to get at the illegal
CBers, ie restrictions on amps, antenna, etc.  Such
things would only hurt ham radio.

This will become law without a vote of the senate
because amendments to the Internal Revenue Act of 1986
can be made by the Finance Committee alone.
