[AMPS] amplifier metering

I've built up a meter interface buffer board which provides normal 
time constant res ponce and peak detection selection with a long 
decay time.  

It really opened my eyes to see what things really get up to during 
voice peaks.  


Half to shield it in a dicast box to keep the rf out of the 
detection process.
