Checking the meter accuracy is a good idea.  So is measuring the R of the 
dummy load.  Wattmeters can not give accurate readings unless the load is 
50 ohms, as checked with a DMM.  //  Heath cantennas are especially 
vulnerable to damage because they use a resistor that is rated at 50w 
continuous.
