Not strictly true. There are some amateur meters that measure power directly
by absorbing it in a load. I think SSB produce one and there are several
home made designs.

In case anyone is interested, there has been a clearout in the MOD in the UK
and you can now get second hand HP431s for around £25 for the meter and
about the same for the thermistor mounts. You can of course make your own
detectors.  Excellent value for lab grade test gear that is very usable down
to the microwatt level.
