You didn't say what you started from for HV.

If HV is nearly constant, and current is reduced, operating Q will 
increase and the tank will have to be re-adjusted.

Of course if you adjust the tank for 2000 ohms and the loadline 
remains the same from high power to low power, the Q remians the 
same.  If current and voltage are reduced in the same approximate 
proportion Q will remain nearly the same, and the tank won't need 
retuned at all.
