Do you know anyone with a resistance or impedance bridge ?  Something like
a GR 1650 or an ESI 250 series or something like that.  That's the best and
most accurate way of measuring low resistances.  Also, some of the newer
high-end DVM's (Fluke, Tektronix) have a low range for resistance that
apparently works reasonably well.
