You pretty much hit the nail on the head about the 
25Hz AC found in the Eastern US. It was a convenient 
motor / generator, unit pole - speed number that 
worked out well.  
- 
Very early power generation in the US still dealt with 
political issues and egos.  Not many saw the benefits 
of AC at higher frequencies until much later.

Niagra Mohawk started their Niagra Falls located 
generation at 25Hz, later revamped up to 60Hz.  Lamp 
flicker was a major motivation for the increase in 
frequency.
