3000V was never a standard primary line voltage.

In the 50's there was 2200, in the 60's 4160V, and now virtually all 
are over 7200V.

I'd run 5 or 10 volts into the 120 volt winding and measure the other 
winding, and see what the ratio is.73, Tom W8JI
