No problem for foreigners usually at all.  They like your money!
Not sure if BY4AA is still on the air, but if your in Shanghai thats
one place to try and op.  I have been there a few times Xuru used
to be the station master.
Its well worth the experience to go and see.  Shanghai is a modern 
city that is growing daily.   Have a good trip.. maybe see you on
the air from there.
