My instinct tells me it's the tube.  There may be some loose pieces of
crud floating around inside.  Try removing the tube and cycling the amp
on and off a number of times to see if it still arcs.

I had an AL-1200 years ago where the tube blew, but it wasn't
intermittent - it blew in no uncertain terms.  Ameritron replaced the
tube under warranty.
