An electro-lawyer could argue that the above statement does not
preclude applying either anode voltage only or drive voltage only,
merely that it precludes applying anode voltage and drive voltage
simultaneously.

Suppose the word "and" was replaced with the word "or".  Quite a
difference, isn't there?  I suspect that is what the writer actually
intended.
