It's part of the Joint Tactical Radio System (JTRS) acquisition.  JTRS radios 
are software defined.  Crypto is not hardware implemented, it's software 
implemented.  It's the same kind of modern software defined radio architecture as 
in the new Flex-Radio. Amplifies are the same kind of basic stuff. Excitiers 
are software defined.
