[Amps] Ouch - 23 Ohms ?

With what? DVM, MJF whatever, network analyser?

I'm just lost. What impedance is 22 Ohms?

If the coupled ports are not properly temperminated (whatever properly 
means in this case) then the results will be undefined.

I'm having some difficulty in understanding

a) What the devices are
b) What you terminate in what.
c) How you measure imedances and/or VSWR.
