Being a proponent of the KISS philosophy, IMHO, it would seem appropriate to 
decide how much output one wants, how much drive power is available, and 
then pick the tube(s) that will satisfy the requirement.  A 4-1000A requires 
too much drive unless you're running really high voltage whereas a 3-1000Z 
will do the job with less components and only needs ±3500VDC to drive it up 
the and beyond the legal limit using only 100W of drive.  If the RF deck is 
built with heavy duty components, one could always do a tube swap to bigger 
and better with few changes.  A deck that would accommodate a 3CX3000A7 down 
the road comes to mind.

Remember, too much power is just enough!
