My earlier comment about a choke with shorted turns
was assuming that the supply was under load at the
time of the voltage measurement.  K5GW makes a
very relevant comment in that regardless of shorted turns
or not, if the supply is unloaded, not even by a bleeder,
then the voltage will soar.  So be sure to measure the
voltage with a load, at least a bleeder.  I mean a hefty
significant current bleeder.  Better yet under the normal
load of the final amplifier.
