Your latter is best because as you reduce drive, you reduce plate I, which 
increases the PLI, which needs to see different C1 and C2, assuming that you 
don't have a roller inductor.  Seems to me that on a 2K-4 one of the C's is 
switchable and you tune the other C and the L.
