I know what you mean. Something that didn't come to mind earlier - check 
out craft and marquetry suppliers. Modern custom marquetry is laser cut, 
  and a thin veneer could be useable as a stencil. I'd be surprised if 
there isn't an equivalent service for making stencils for the 
craft/painting industry.
