We can say it, but we should also be clear that RF is RF and 
if a PA tube arcs from a parasitic it would also arc from 
normal RF drive.

It's all a matter of the peak anode voltage and the voltage 
breakdown of the tube. The most troublesome moment for anode 
voltage is when an amplifier is driven hard and has no load 
on the tank.
