[Amps] Power Supply

Hi
I have the 1985 publication of the above and would like to know the 
following.

The HV power supply described in 27-26 of that publication is without 
any errors or is there something that is amiss?

The earths described do they go to the chassis and then to ground via 
the 220V power supply from the house or straight to the station ground.?
